I'm too lazy to set a usertitle.
According to this graph--it seems various State Gov'ts are not effectively or efficiently allocating Stimulus funds. Instead of spreading the money into Urban cities where all the jobs and economic engines are---they are sending the money to rural, Farmer John and Hayseed Louie areas...
