B-rated Movie and their closed caption and subtitles rules

I notices almost 95% of B-rated movie don't cough up the extra cash to make their movie CC or put subtitles in any of them. Now, correct me if I am wrong, isn't this against the Law. I hate when i rent B-rated movie and theres no CC or subtitles....Waste of money.
