I saw a car adorned with all sorts of the pro gay/lesbo bump sticks... ('equal' sign, rainbows galore, etc, etc, etc.) and I noticed the license plate frame said...'Boys Stink'....

Presumably this sled belonged to a lesbo (err Lesbian)...

If so, is what she conveying to be construed as 'hatred'?

Well, I gotta say I see a slight difference between the words in front of "stink". The word "boys" isn't quite as offensive as the word "fags", but maybe not in your mind.
