Dogs are considered domesticated which is why they need tags and license. Cats are considered wild animals and need no type of tagging or licensing.

Not true in all places. They want cats tagged here now. Not sure if you have to yet or not.

We do not. I know some places have tagging and whatnot. I was generally speaking. Nice to know parts of Canada tag them. Every day and new thing is learned!

Seems rather wasteful, and if somebody can't easily pay I don't see how threatening something with death will change that. It's not like money is going to suddenly appear in those situations. Basically they would be needlessly killing those dogs for nothing.
