that is the problem with the world and America today: people demand instant gratification and they don't want to wait for anything- which was not how things were for almost all of human history. The reason that people evolved into the most intelligent species was because we actually had to THINK about more than 1 hour into the future. Imagine what you could accomplish if you did the same thing.

The stores have the right to sell it, you don't have the right to expect it, though. Yes, if it's for sale, you're entitled to be able to buy it, but they don't have to put it on sale and no one has the right to be sold anything specific like chilled beer. Rights are things like the right to education or free speech, not the right to have someone else spend money doing something they could just as easily expect you to do yourself, and which most people do themselves anyway.
I don't know the particulars of what it's like in Belfast but there is nothing specific about Cold Beer on these shores. Now don't get me wrong, I like a good Sam Smiths Nutty Brown Ale

Even expecting that there's an off-license in the first place is beyond what anyone has a 'right' to, then expecting them to stock their stuff according to individual tastes is a step beyond that. Over here, some offies chill their beer, some keep it out in the open, and it makes no difference. It's a shop's perogative how they arrange, store and display their merchandise, no one but the person running that shop has a 'right' to keep the stock any particular way. Chilling their beer is a specific thing they would need to go to an effort to do, so it's no one's right but the store owner's to decide whether to go to that length. The customer, contrary to idiom, is usually wrong, especially when it comes to guaging cost-effectiveness. Given the chance, most offies would gladly switch to unchilled stock to save on their bills.
