Copyright Info on sumbitting new links?

When I go to submit a new link I looked at the botton of the page and saw this:

*Required field
** You agree that YOU are responsible for the content on your site, this also includes that you take care about all the copyright issues.


Does this mean that I have to own the site to be able to submit it? Or can I go to any random site and submit it without worrying? How do I know if it is a new site I am submitting?

If you don't own the site choose "Owned outright, licensed, promotional, used with permission"

If a site is already listed you will get an error when you press submit.
