I stand speechless.

I quote from his White House Bio:

Acting Director of National Drug Control Policy

Michael Botticelli currently serves as the Acting Director of National Drug Control Policy. Previously, he served as Deputy Director of National Drug Control Policy, a position he held since November 2012.

Mr. Botticelli has more than two decades of experience supporting Americans who have been affected by substance use disorders. Prior to joining ONDCP, Mr. Botticelli served as Director of the Bureau of Substance Abuse Services at the Massachusetts Department of Public Health, where he successfully expanded innovative and nationally recognized prevention, intervention, treatment, and recovery services for the Commonwealth of Massachusetts. He also forged strong partnerships with local, state, and Federal law enforcement agencies; state and local health and human service agencies; and stakeholder groups to guide and implement evidence-based programs. These programs include the establishment of a treatment system for adolescents, early intervention and treatment programs in primary healthcare settings, jail diversion programs, re-entry services for those leaving state and county correctional facilities, and overdose prevention programs.

Maybe I Should Get A Little High First
These days in 2014 I think the phrase "Let me be clear" means "Let me make everything blurry as I'd rather use distractions so I can avoid getting any of this shit on me".

I'm too lazy to set a usertitle.
He might know about drugs, but he's a Bureaucrat unwilling to deviate from existing policy. A policy bought many decades ago by the Tobacco industry who paid many Congressmen to keep their POISON legal while outlawing marijuana, and Richard Nixon who made it a Schedule 1 drug (without any medical evidence) just for political gain.

Also the beer and other alcohol people except they don't tell you it's from their product you wrap your car around a tree. Government sucks no matter what side. You said it with Bureaucracy. That's neither D nor R but both combined into one large mess. Politicians wanna keep their jobs or get better ones and are willing to drive over our skulls to accomplish that. If you're their slave enjoy drinking their Kool-Aid and picking their cotton. Maybe one day You Might own a shine box.

Never allow yourself to become anyone's livestock.
