does anyone know about civilization classes?

like I saw them on that show on the history channel 'the universe' where they talked about like civilization class levels, and I think it was class 5 is the one past us that has intergalactic space travel mastered, but I can't remember how it went.

does anyone have a link to a site that has all this spelled out or even knows what its really called so i can google it
