it does NOT say "NRA 4ever" or anything like that. If you check into some Simpson trivia you'll find out that it shows a number. It is either the worth of all the chemicals in a baby's body or what it costs to raise it (according to some estimation that was in the news back when the Simpsons started).
The NRA thing is nothing but a joke. Groening loves to confuse.
