Sometimes in the summertime, when it is very hot and dry, it is not allowed to set fires outside, because of the fire hazard. But it is still legal to make a bonfire, if you make it right (in a ring of stones, or similar). There are no rules about having a barbecue.
When the weather is hot and dry, there are volunteer civilian pilots flying around, looking for forest fires, maybe that is what you are thinking about.

Black helicopters carrying government agents, we don´t have.

My first language is not english, so I have to ask, what is the difference between coal and charcoal?

How detailed of a description are you looking for? Let's just say that charcoal is a substance usually made from wood, while coal is a rock that is dug up out of the ground. They kind of are the same thing because natural coal comes from million year old plants, and charcoal is created by burning wood, hence the name char (meaning burnt) + coal. I'll spare the chemistry stuff about how it works.

I like gas during the week for cooking dinner, because it's faster and not as messy, but you can't beat charcoal and wood chips (apple, pecan, etc . . .) for flavor, which works for me on the weekend.
