Aren't there BBQ ~ ø No BBQ ø days in the EU . . and agents in their aircraft can take your picture and send you a ticky (citation) in the mail should you be caught?

Sometimes in the summertime, when it is very hot and dry, it is not allowed to set fires outside, because of the fire hazard. But it is still legal to make a bonfire, if you make it right (in a ring of stones, or similar). There are no rules about having a barbecue.
When the weather is hot and dry, there are volunteer civilian pilots flying around, looking for forest fires, maybe that is what you are thinking about.
Black helicopters carrying government agents, we don´t have.
