Hd/Upscaling confusion

My favorite clip of all time is Keri Sable's scene from teen hitchhikers. My problem is I like high quality hd clips and i can't seem to find this clip in hd. If i can't find it in hd, I was hoping to be able to figure out a way to upscale/rerender it in hd. I know there is a way I just don't know it, and I was looking for some help. PS: I found a photoset of pictures from that scene that are in the hd quality I am looking for but no such luck with finding the video in that quality. I would really appreciate some help with this, thanks in advance.

The quality won´t improve if you re-encode a video of small resolution into hd-resolution. The only thing you wil get is a file with bigger filesize. The stills are taken with a camera and not the videocamera used to record the scene so the quality of the stills have nothing to do with the quality of the video.
