I smell PUSSY!
With Tin Eye, I found filename meh.ro10299, and from this filename, with Google Pornography (they changed the interface, now it's awfully difficult to find what we want!) I found this pic as "Girl with Vodka" by Alexander Tikhomirov. And some idiot had cut her head in the above picture.
