Both? :dunno: The difference between a small B and a full A could just come down to how someone is holding the tape or which company made her bra. Also, girls' breast sizes do change as they get their periods, retain water, gain some weight, etc. An A/B or a B/C isn't enough to notice.

A girl who is a fullish A/smallish B (which this girl appears to be) can generally wear an A or B cup bra, depending on the maker and how it's made, depending on the time of the month... depending on if she just drank a giant glass of water, for goodness sake! Nah. Rey C.'s just bought enough lingerie and undies over the years that he could have fed a family of 12 in China for a decade or two.
