Like I always say, common sense is no longer common. I would understand them shutting her down if she was trying to open a curbside restaurant, or selling clothes out of the back of her mom's car, but selling lemonade is something kids in the US have done since my dad was a kid. This is just overzealous law enforcement and a lack of criteria by the cop.
