Just to play Devil's Advocate here, it's just as easy to say that addictions aren't a matter of will power (or lack there of) if you don't have any will power.
Is there medical evidence that addictions exist? Yes. But, there are just as many cases, if not more, that disprove that evidence as well. I had to attend AA meetings for a few years, due to my punishment for my DUI, and I saw people beating addiction with nothing but will power. No drugs, no medication, nothing scientific...pure desire and will power.
