i see alot of people with really cool sigs and banners under there name when they post . can some one with alittle time tell me how to make one please

There's a thread here, where you can ask one of the sig God's to make you one, if you so wish. I'm sure if you ask there also they'll give you some advice . . . .

First of all you need some sort of image editing program (Photoshop, Paint Shop Pro, Gimp, for example). If you have a program like this and have at least some sort of basic understanding of how it works then there´s lots of tutorials available on the net.
