If they started using it on other things, like offsides and handballs, well, then that might be changing things too much, and I can see how that would disrupt the flow of the game.
That's why a penalty should be involved if the team asks for a replay challenge and end up being wrong.
For those of you that don't watch American footbal, in the NFL if any coach feels that a
penalty (no, you can't challenge a touchdown, first down, etc. only a penalty) was wrongly given, then he may throw his red flag and the officials will review the call. If the call stands then the team that challenged the call is charged with a timeout. And since there are only 3 timeouts given per 30 minute half, a coach will only challenge a call if he truly feels the call can be overturned-therefore not delaying a game by too much, or risk losing a precious timeout. You really only see them every few games.
Now, with European football, I'm not sure what kind of penalty could be given for a failed challenge because as far as I know there isn't a timeout in European football.
