This was a decision that was made by Scotland and not Britain. Scottish Law is not the same as that in England or Wales.

Especially big decisions like this one. Scotland isn't completely free to be able to do such actions as this without the ok from Westminster. America rarely listens to the UN in any case, but when it serves its purpose it's willing to use it as a cat's paw.
