This was a decision that was made by Scotland and not Britain. Scottish Law is not the same as that in England or Wales.

It seems Westminster are all too good at picking and choosing which things to get involved in and which things to get involved in and then deny it [this latest incident for example]. A lot of what goes on in Scotland goes through Westminster first or last before it gets the green light. We are apart of the union and this is why that happens. Especially big decisions like this one. Scotland isn't completely free to be able to do such actions as this without the ok from Westminster. And to say English government had fuck all to do with his release, well, you are just lying to yourself pal.
