Probably. I always have one low risk tracking cookie my antivirus picks up each time I run quick scan after I turn computer on.

It's so low it does not do anything, but indeed. Tracking cookies are a pain in the you know what!

Big Bro doesn't need to do that. They usually track people from their ISP courtesy of a subpoena or illegally without one, usually the latter.
