the song was written in response to the LA riots and its directed at white people of america and how racist they are.
and of course not about blacks and other "minorities"who went on a violent 3 day crime spree killing and attacking anybody with white skin plus apeshit looting because there was nothing racist about that.

What I take from that is that Steven Tyler was high as a kite when he wrote that and when he sobered up he couldn´t be bothered to change it to something that made any kind of sense.
