When you receive blue rep, it does not change so i guess it must be.
I have no idea how you would give someone blue rep though.

I think it's the one from posters with under 100 posts, any rep they give out doesn't become active until they make their 100th post. Click on the users whose rep symbol is blue and see how many posts they have

No. The "blue" rep is a special type. When you receive a certain amount your account gets erased and you're sent "down the rabbit hole" to the Matrix.

The only way to counter it is to get massive amounts of "red" rep.
