most people keep the lights off for more than an hour a day anyway- I don't know the actual average, but I'd say that it's at least 10 or more hours.
these kinds of ideas don't ever accomplish anything. It's kind of like when they have those protests where a group of people don't show up to work for a day to demonstrate the power that they have over the economy. Ok, well no one cares because it's just for one day and the numbers aren't significantly higher than the average rate of people that probably won't show up to work for whatever reason, just because they are too hung over from the weekend, etc.
now if we said we are never going back to work until we get what we want, or we are not going to use any electricity, then over time they would see that they are losing more money than the cost of changing their policies to whatever it is that the protesters want to accomplish. But people are lazy and they don't want to actually sweat or bleed for their causes, they just want a token meaningless solution that absolves their conscience of blame for participating in the thing that they are opposed to.
