Gif/video as desktop wallpaper

For those who are quite techy, just wondering is there a way to make a video/gif as your desktop wallpaper on Windows 10?

Also how to make it maximise the screensize but not hiding half of it below the taskbar?

They removed the ability to use a gif as a desktop from Windows. But fortunately (maybe) for you there are programs out there that will do it for you.
The one post I did find on Microsoft Answers mentions a piece of software, but the guy there was having some issues with it.
