Do not need a report to know that people of all kinds treat other people differently.
Police deal with the worst of the worst on a daily basis this will naturally make you jump to conclusions based upon race from prior experiences. What needs to happen is that ALL major police forces need to have their internal affairs divisions replaced with civilian oversight that is represented by everyone from the community no more blue wall protecting each other you fuck up you answer as any other person would. But it works both ways you act like a fool/idiot when confronted by police bad shit happens.

One key thing is that in this discussion, it does not help if we try to just point at one side of the argument.

Way too many people are making polie work a living nightmare, for really stupid reasons. Common sense is, sadly not so common.

But on the other hand, US police training could take a ggod advice from the way german and scandinavian police officers are trained. Especially regarding de-escalation training

And, as stated above, the blue wall must fall, it is NOT a thing of honour to cover colleagues who act unethical or plain criminal.
