On Instagram, by someone pretending to be Kaylani Lei. It's not clear to me which account is really hers at this point, however I'm attempting to alert her, as she's always been one of my faves...

I don't know where else to turn.

I hope this gets to her eventually so that she may shut these fakers down permanently.

This is super common. Unfortunately there are a lot of not so bright people who apparently fall for this. I don't think it's illegal, you just have to be smart on the internet. People are fucking lazy and don't want real jobs so this is what they do.
